Ball in temporary water inside a bunker

Your ball comes to rest in an area of temporary water in a bunker. You decide to take relief from the temporary water out of the bunker. Is there a penalty?

Answer – Yes Rule 14.3 for one penalty stroke the player may take “Back-on-the-Line Relief” 

NOTE Free relief is available for a ball in temporary water in the bunker under Rule 16.1b but the relief area MUST be in the bunker
