Brushing sand from on and off the green

A player executes a bunker shot which results in sand being deposited on the fringe of the green and the putting surface which now interferes with their chip shot to the green. They remove the sand from both the fringe and the putting green before playing their shot. Is this allowed?

ANSWER – You are allowed to move the sand from the putting green under Rule 13.1c(1) – Improvements allowed on putting green but not from off the green, as the loose sand is not defined as a loose impediment. Should the player brush sand from off the putting green, they would incur the general penalty of 2 strokes under Rule 8.1a(2) –  Actions that are not allowed.
